Summary
God makes a covenant with the Israelite's and tells them that they will be God's treasured possession. After the covenant is made, for the next few chapters of Exodus, God through Moses fleshes out the substance of the covenant. In other words, back in Exodus 19 they establish the relationship and in Exodus 20 they define the relationship.
